Rule MD026 "Trailing punctuation in heading" is enforced, we simply remove ! from the list of forbidden characters.

Fwiw, there are also conflicts (but I can't resolve them because there is no permission for us to push to the PR branch).

Conflicts resolved.

Fwiw, there are also conflicts (but I can't resolve them because there is no permission for us to push to the PR branch).

Is there a way I can permanently enable certain people to edit PRs in my repo?

I don't know :( I know you can enable per PR and for me the option is usually checked by default.
