Adds the possibility to import contracts from git, github or any http link directly from the contract.
To do so, everytime we call
file.content(), we parse the content to see if there are http imports, if so download the files (the download happens only once).Had to move getExternalContractUrl to Utils, because otherwise I had a circular dependency between Config and FIle.
