IR: All: Support setting eMMC reliability modes

Each unit has a slightly different operation for this. Creating a way to set this from Image Replicator allows for:

1. Control over the environment (e.g. platforms with older kernels have eMMC power connected to LED system due to GPIO limitations, while newer kernels use GPIO and no long abuse the LED system, able to ensure the kernel will accept the eMMC device as removable, etc.)
2. Cleanup of documentation (no longer need to heavily document this process)
3. Uniform process to handle the operation (reducing per-unit script/command clutter)
