ci: add alpha/latest mobile tags to release flow#2

Match the pattern used in light-process and light-run: push to main moves the 'alpha' mobile tag so consumers can pin to github:enixCode/light-runner#alpha for the latest main HEAD. Push of a v* tag publishes to npm as usual and moves the 'latest' mobile tag. Split into two jobs: move-alpha (lightweight, runs on main push) and release (full publish flow, runs on v* tag). build with cc
