Add three new community repos to the master list at a 1% starting share each (default hyperparameters — emission_share + issue_discovery_share only), and rebalance existing shares so the pool stays at exactly 1.0.

• Funding the additions — metagraphed (−0.02) and we-promise/sure (−0.005) trimmed to open headroom for the three new repos.
• Rounding to 1.0 — taopedia (−0.001) and podcast-design-canvas-3 (+0.0005) nudged so the shares sum to exactly 1.0.
• Removed — anderdc/social-media-manager and entrius/allways dropped from the list.
