End-to-end typed Borsh-decoded args + named accounts on
`event.instruction.decoded` for SVM handlers. Publishes under
`envio@dev` (the tag's `-svm-alpha.0` suffix doesn't match the
strict (alpha|rc)\.N regex, so the workflow routes to dev).
