GainSchedIdentifier.IdentifyForGivenThresholds does not currently support identifying time-constants if Tc-threshold do not match gain-thresholds

in principle Timeconstant and gain can have separate thresholds, but to find these Tc would require an extra step in the identifier method that is currently not implemented

For a highly nonlinear model there may be a large number of gain thresholds, but it would be impossible to find time constants for these. instead it would be better to support for instance experimenting with two time-constants.
