No notion of DESIGN_MATRIX in Manage Experiments and Initialize from Scratch

If you have a DESIGN_MATRIX entry in your ert config, and then go to the manage experiments panel and create a new experiment, there will be no notion of any DESIGN_MATRIX, and no way to initialize from the DESIGN_MATRIX.
