v1.0.0 - Run Migrations & Publish Assets from the admin

First release. Adds Run Migrations and Publish Assets to the admin dashboard's tools menu (beside Clear Cache, System Info and Toggle Advanced Page) — the in-process, admin-only equivalents of php flarum migrate and php flarum assets:publish. Finish extension installs and updates on shared hosting without ever opening a terminal.
