Bump minimum mcp SDK to >=1.23.0 to clear known CVEs

Excludes mcp versions affected by CVE-2025-53366, CVE-2025-53365,
and CVE-2025-66416. These only affect HTTP/SSE transport (not stdio),
but the wider range caused dependency scanners to flag the package.
