This PR adds an AI acknowledgment section to all issue templates in the repository, following the same approach adopted by the main ESLint repository in PR #20431. The change adds transparency around AI usage in issue reports by asking contributors to acknowledge whether AI was used and, if so, whether they reviewed the generated content.
Changes:
- Added AI acknowledgment section to 5 issue templates (bug-report, change, docs, new-rule, rule-change)
- Added markdown notice instructing users not to open PRs until issues are accepted
- Each template now includes checkboxes for AI usage disclosure
