update eso for initial catalogue testing

Initial idea testing, both /tests/ and /docs/ still needed....

Working version with:

• list_catalogues mirroring list_instruments behaviour
  • list_catalogues allows for all_versions to get also depreciated catalogues
• query_catalogue mirroring query_instrument behaviour
  • query_catalogue (and all other query_ functions now output help=True as astropy.Table
  • query_catalogue allows for ra/dec cone search, but has helper function to find names of RA/Dec columns from the ucd names of the columns

Additional minor changes:

• list_column -> _list_column

Need to update max_rec to MAX_ROW? Seems like it would be good to keep this as an input in the function as opposed to setting this outside the function?
