@rechan886 There is something worth sharing is that I have just succeeded in debugging.

The solution is that I am modifying "adapter_khz" parameter within "esp-wroom-32.cfg":
old:adapter_khz 20000
new:adapter_khz 2000

@zjykymt, I think this is the case. I cut "standard" DuPont breadboard 20 cm wires into halves.
With 10 cm equal length wires I could run JTAG @ 20 and 26 MHz without any issues.
