This PR adds some documentation around contributions to the specification. It specifically outlines the rough, informal process people usual follow when modifying the JSON-RPC and more concretely explains how to generate valid tests that can be consumed by the
rpc-compatsimulator. I am in parallel preparing some additional documentation inrpc-compat, so some of the references to "see the documentation inrpc-compat" currently fall flat.PTAL and share any feedback!
