tests-zkevm@v0.4.1

This is a new release of projects/zkevm  which:

• Based on bal-devnet-7 (bal@v7.2.0)
• Add engine-witness simulator and executionWitnessMutated field in fixtures to indicate fixtures with mutated executionWitness fields (i.e. only makes sense to be run in stateless validators, and not in stateful ones) (More info in PR)
• Include blockchain_test_engine format as part of the release artefact. (PR)
