This PR refactors the site header and footer.
Relative links are used in
header.htmlandfooter.html. This is to make the site more portable.ethmarks-components.jsnow uses hardcoded HTML rather than fetching it dynamically from the partials. This violates DRY, but it's necessary for distinguishing components with relative links from those with absolute links.
