fix(admin): use uint64 for consolidation row count#123

ClickHouse COUNT(*) returns UInt64, but the Go struct used int causing a type mismatch error during scanning. Changed RowCount to uint64 in the ConsolidateHistoricalData function and updated all mocks/tests.
