LJ-678 Fix TCFConfiguration relationship definitions

Closes LJ-678

Description Of Changes

The way the SQLAlchemy relationships were defined was causing the experience config to get duplicated.

Steps to Confirm

1. Edit a TCF experience config, e.g its name , and Save
2. Go back to the list and refresh the page, you should see no duplicates
