Add charger configuration section to load management page

Users asked how evcc's phase switching interacts with chargers that have built-in load balancing and whether there's a conflict.

Added a dedicated section to both German and English load management pages explaining:

• Chargers with built-in load management should have those features disabled
• evcc expects devices to follow its commands directly
• Other configurations require thorough user testing

The new section is placed between "Phase Switching" and "Restrictions".

@naltatis @premultiply can you provide input here? @premultiply Yes, it is strongly recommended to use as dumb as possible chargers or a configuration on charger side without any own "intellegence".

evcc always expects that a device is following its commands only.
