Add static grid limit as load management restriction

If grid connection has a load management limit (e.g. 4.2kW), optimizer should not draw more than that from grid. It might be helpful to make that a soft limit, not sure though. If simpler, make it a hard limit.

would this need to be a time series input (limitation at specific times) or a scalar parameter?

Imho scalar- its an installation or tariff property.
