Add a store-style migrate-gen command for the PostgreSQL keystore so downstream projects can generate or print the embedded migration through a stable CLI entrypoint. The generator now honors the same schema and table overrides as postgres.Config, and the README plus a new CHANGELOG document the v0.0.2 release surface.\n\nPin the security workflow's gosec action to a concrete upstream tag so GitHub Actions can resolve the action again instead of failing on the missing v2 ref.\n\nCo-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>

Reduce the generated migration directory mode from 0755 to 0750 so the migrations generator satisfies gosec and golangci-lint. This keeps the command behavior the same while aligning the filesystem permissions with the repository's security checks.\n\nCo-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
