feat: add completion notifications for offline background workflows#527
Conversation
Add user-facing notifications after pending progress sync and offline download queues complete. Track initialization sync failures and notify whether offline sync completed successfully or with issues. Add localized message keys for new notifications and keep notification behavior gated to avoid per-book spam.
