Check feasibility of using starport

After scaffolding using starport it should be possible to simply add replace directive to use optimint-enabled branch from our fork.

We need to check if it actually works.

This issue depends on #31, which in turn depends on celestiaorg/cosmos-sdk#33 and celestiaorg/cosmos-sdk#34.

Using starport is very easy.

After scaffolding a chain, all you need to do is to replace cosmos-sdk to optimint-enabled version:

go mod edit -replace=github.com/cosmos/cosmos-sdk=github.com/celestiaorg/cosmos-sdk@v0.44.3-0.20211013090132-614b82d0bc61

Note: in the future, there will be tagged versions of our cosmos-sdk fork ;)
