Summary

In the PTB, project:fix and project:format are not aptly named. These should be renamed & propagated throughout the GitHub workflows for the PTB & template, as well as the documentation & tests

The chosen names should reflect the <affected object or topic>:<the action being taken>. Some ideas include:
format:fix and format:check.
