Add initial version

[tkilias]

• Extracted exalsct from script-languages and combined it with poetry packaging in the integration-test-docker-environment
• Renamed master branch to main branch in githooks and github actions
• Use newer pip in runner Dockerfile, because the ubuntu 18.04 pip version is too old for git repos as python package
• Rename docker runner scripts and fix executable for exaslct run script
• Fix names of docker runner scripts in .github/workflows/main.yml
• Use slim version of tests/test/enginedb_small
• Disable publish in github actions until we are ready to publish
