[Bug] 60fps high latency

Describe the bug
SysDVR seem to lag/have high latency when using 60fps configuration, i have tried with both default vbr, high(12mbps), and even low(3-4mbps) bitrate, all of which seem to have a huge latency(1-2s ish), i used network mode with both connected to the wifi using wired method so it is unlikely that the problem is in network speed.

Edit: bug still persist with USB mode and also has worse quality in such mode

To Reproduce
Change the recording fps in system_settings.ini to 60 without changing the bitrate and then stream it

Expected behavior
Sysdvr should have the normal subzero second latency

Setup information

• PC Os: Tested on Android 12, Windows 10 & 11
• Console firmware: 19.0.1
• Custom firmware name and version: Atmosphere 1.8.0
• SysDVR version: 6.2

Additional context
All devices is connected through wired method, happens with 60fps config regardless of the bitrate, the latency varies but its usually high around 1-2s and the display might just go awol/mass artifacts
