Add a Gradle wrapper per exercise

Fixes #2655

To do:

• Remove Gradle installation instructions as students now only need the JDK to build and test their exercises locally
• Replace all usage instructions in public docs that mention the gradle tool to use the ./gradlew/./gradlew.bat tool instead.
• Merge with [no important files changed] in the commit message.
