This updates the GitHub Actions workflows to only run on PRs when required.

  • The jobs related to Java changes don't run unless a Java or Gradle file was changed
  • The jobs related to Markdown changes don't run unless a Markdown file was changed

See the test commits I pushed to check that only the necessary workflows were triggered for that commit.
