Feature: support Alt+Up recall for pending steer drafts

Summary

Alt+Up currently recalls queued drafts by enqueue order, but pending steers that have already been submitted and are still shown in the pending-input preview are not tracked as a separate, recallable follow-up item.

Why this is separate

• PR fix(tui): align queued preview palette with CI rules #28 is limited to preview colors + CI blockers
• pending-steer recall changes behavior and needs dedicated design/testing

Desired behavior

• support recalling the latest pending steer from the pending-input preview
• define what should happen when core later emits the committed user-message echo for a locally recalled pending steer
• keep ordering semantics coherent with existing queued draft recall

Notes

• closed issue Bug: Alt+Up should recall steer messages without queue-first blocking #22 fixed queue/steer enqueue ordering, but not this pending-steer case
• any implementation should come with dedicated tests for recall order and late commit handling
