Add SwiftUI TipKit to Expo UI

I noticed Android has Tooltip, but Swift UI doesn't have TipKit which is Apple's tooltip: https://developer.apple.com/documentation/tipkit

Is this something you'd consider adding so that tooltip can be used on both platforms?
