This change will require changes to the protocol and client changes to support it. The work can be done, but must be held back until clients are brought up to date to support it. Additional message types must be created, or existing messages must be modified to support the add/remove operation for owners.

This is the perfect candidate for CSS/CGS messages, with an 'addmod' and 'removemod' as well as an 'addowner' and 'removeowner' command.

setowner hack still in place, until webclients are ready and willing. By the way who works on the webclient stuff?
