refactor(ci): model independent product dependencies

Summary

• make product compile, unit, package, and qualification tasks truthful and bounded
• model native, WASIX, extension-artifact, binding, and SDK relationships as explicit Moon dependencies while preserving independent release versions
• separate Postmaster production from qualification without dropping runtime, recovery, concurrency, or memory proofs
• move deterministic artifact packaging and extension runtime contracts into shared source projects; keep repository release aggregation outside product projects
• replace fourteen overlapping Moon project globs with two equivalent recursive roots and upgrade Moon to 2.5.4
• let PR builds restore the exact trusted base-main WASIX compiler cache while keeping PR cache writes disabled
• retain the audit, evidence, and remaining limits in docs/internal/MONOREPO_SIMPLIFICATION_PLAN_2026-09-04.md

Validation

• exact head da8103bd: all 88 scheduled jobs completed with zero failures in 96.6 minutes; 87 executed jobs totaled 854.8 job-minutes
• preceding hosted baseline 3305a2f4: all 88 scheduled jobs completed with zero failures in 111.0 minutes
• GitHub restored the exact 305 MB trusted main-base WASIX cache; runtime build passed in 32.9 minutes versus 41.4 minutes in the baseline
• workflow policy: actionlint clean, zizmor clean, 8 security tests, 36 planner scenarios, and 13 bootstrap tests passed
• shared artifact packaging: 29 tests passed; Postmaster portable and target packages rebuilt
• shared extension runtime contract: 7 tests passed; all 39 WASIX extensions staged
• release artifact contract: 42 runtime/helper rows, 8 exact-extension products, 312 extension rows, 203 carrier minima, and 7 SDK packages passed
• resolved Moon inventory unchanged by project discovery simplification: 55 projects, 198 tasks, 156 edges
