Update README to reflect that building locally needs to be done on debian-based Linux systems

Actually, the last line of the Debian manual instructions is just wrong: ls ../fpp_0.7.2_noarch.deb. That will only list the file, and the wrong version at that. A correct install command would be sudo dpkg -i ../fpp*.deb

Thanks for the fix! Yeah I was never able to get the debian build locally myself, I think deferring to local build is the right call

I just tested the local build option and it worked fine (On Debian 8).
