Rubric: the header and scorecard template still said 1.4
The Versions block has said 1.7 since yesterday, but the line under the
title and the scorecard template both still read 1.4. Anyone reading
top-down, which is how an auditor reads it, cites the wrong version in a
row that the ratchet then treats as incomparable for the wrong reason.
Three minors have landed since 1.4 (1.5 i18n/IME/grapheme, 1.6 A20,
1.7 A21), so this is not a cosmetic gap.
