Is your proposal related to a problem?

Since I wrote my error boundaries handling errors properly, it's now painfull to see this overlay poping since I want to my own rendering. However I think this functionnality is great and should be kept as default.

Note, I'll be happy to submit a PR. As seen in CONTRIBUTING guide I prefer to ask first with this issue.

Describe the solution you'd like

Add an environment variable to disable the whole ErrorOverlay it in webpackHotDevClient.js.

Describe alternatives you've considered

Nothing without eject so no real alternatives.
