How to edit tsconfig or webpack config file?

I need to add an alias for the imported package. I was adding stuff to tsconfig.json but didn't noticed the warning:

// This file is not used in compilation. It is here just for a nice editor experience.

So what I should, I do in order to modify tsconfig or webpack config?

Is creating a dummy plugin the only option?
