Describe the Bug

the release has https://github.com/facebook/pyrefly/releases/tag/1.1.0-dev.1

but vscode extension don't have it.

We were testing the pre-release workflow with -dev.1 and the extension publish step was broken. We fixed the underlying root cause, but didn't bother to publish the dev release. I'll kick off a -dev.2 release which should publish extensions correctly.

1.1.0-dev.2 is available as a pre-release extension now, but because the extension marketplaces don't support real semver, it's 1.0.9002, only available on the pre-release channel
