Using Themes documentation question

It seems from the new theme documentation added not too long ago in the Recipes section, that this sentence from the Creating Themes page possibly no longer applies?
NOTE: All variables in a variable group must be overridden when creating a theme. This choice has been to help catch accidental omissions. Even at the cost of occasional tedium.
