Promote -v and -q option to standard option displayed by -h

One more thing, not a few beginners mistakenly try to show its version by -v flag. They will get:

zstd -v

stdin is a console, aborting

This "unknown" behavior must be described by -h.

So we could also bring -v along with -q? But now it introduces another question: which options deserves to be tagged "important", and be promoted to first help screen (as opposed to the more advanced and complete -H). We can't just promote everything blindly, because if everything is important, nothing is.

As you pointed out, I think -v should be promoted, too. Generally speaking, -v means --version except for compression/decompression commands like zstd. Not a few users will try -v once. It deserved to be promoted. Whether a certain option deserves to be promoted depends on whether it exists in -h of many other competing commands (e.g. gzip).
