🧹 Chore: Create TESTING.MD to document release testing process

We currently have no documentation for how to test a release for readiness (either a Release Candidate or actual release). This issue includes

• Creation of TESTING.MD
• Including a reference to TESTING.MD in RELEASE.MD (as part of the verifying milestone readiness section)
