The only way to test the effect of this change is to merge this PR. Since it's a small change with a very limited blast radius and which is easy to overwrite/revert in a future commit, I will go ahead and merge this PR in now. |

I just tested this, and the placeholder title is indeed inserted into the issue title when making a new proposal using our GitHub Issues template for proposals. |
