0.4.0

It's been a long time coming... But we are happy to present a new version of token-bucket, 0.4.0!

This release drops support for EoL Python versions (3.10+ is now required), as well as brings revamped packaging, code formatting, and even complete type annotations!

We would also like to thank @tonnico who submitted pull requests for similar cleanup, even though in the end we went ahead with our flavour of refactoring aligned with other Falconry projects.
