Login screen loads, can't create account

I'm on a fedora workstation. The login screen to create the admin account loads, but I get an error when I hit the "create admin account" button.

I get a page that says "This page couldn't load" with the error 3193655011.

I've checked my folder permissions and the user and group ID. Everything looks correct. Any ideas where to start?

I found the solution although I'm not sure it's the correct way to handle it. After starting the container I had to go back and add user permissions to some of the folders manually. Somehow the folders ended up with a mix of permissions, some were owned by root while others were owned by the user. I set the permissions following the instructions in the installation guide so I'm not quite sure where it went wrong.
