Refocus Pages landing copy on Portolan

• Make the GitHub Pages landing page Portolan-first instead of FCON-first.
• Add compact FCON/Faust Consulting context from fcon.tech as the company/backing section.
• Keep Portolan claim boundaries and canonical routes visible.

• Local static smoke: python3 -m http.server 8000 --directory docs/site, then curl -fsSI http://127.0.0.1:8000/ returned 200.
• Text check confirmed Portolan-first hero and FCON context copy on /.
