🖋️ Scribe: Update README Quick Start to use explicit environment variables

💡 What: Removed load_dotenv() from README.md Python Quick Start examples and replaced them with explicit export terminal commands. Created .jules/scribe.md to document the critical learning.
🎯 Why: If a new developer copies the Python block without first creating a .env file, the script crashes with a ValueError because load_dotenv fails silently if the file is missing but load_config then throws an error. Alternatively, if they run the script without python-dotenv installed, it crashes with ModuleNotFoundError.
🧠 Cognitive Impact: Fixes first-run crash. Eliminates hidden file state dependencies, making the "front door" of the project much smoother.
