v1.3.3 — roster & model confirmation is a deck-bootstrap gate (fix)

Corrects v1.3.2: the mandatory roster + per-agent model confirmation fires once at deck creation (parley init / when parley-deck/ is first created), not per idea and not per session. Startup Flow step 7 + Selection Checkpoint reverted to per-idea default-and-proceed; the mandatory confirmation moved to 'Transport Selection / deck bootstrap'. An already-bootstrapped deck reuses the saved selection (user may re-run on request). Mirrors COOPERATION.md §0 (parley-deck-cli 1.30.3).
