Requires check does not work for fc26-27

There are warnings when creating repoquery ( 'fedora' repo not synchronized):

Does not work for fc26-27 builds.

This warning is never logged. So for some reason, it does not produce exception and we need to catch that warning somehow instead.

True. That is a problem also.
But I can not understand why fc26 behaves the same way.

There are some extra repos. I'd start by disabling all but enabling fedora and updates. Let's see if that fixes f27. Later, we can have a look at f26. I'll prepare a PR.
