Checks if the package is ported to Python 3 if upstream supports it.

For each package which builds more Python 2 binary RPMs than Python 3 ones, check if there exists an open Bugzilla to port the package to Python 3 (see Python 3 tracking bug). Encourage packagers to port their packages and close Bugzilla.

Fixes #33.
