• Strengthen SKILL.md instructions so ordinary best-practice answers use the local catalog and cite existing source URLs without opening AWS docs or doing live web searches.
• Move the no-web instruction to the start of the skill description so it survives shortened skill descriptions, and clarify that source URLs should be copied from local Markdown instead of opened.
