Description

This PR adds missing test snapshot files that were causing local test failures despite tests passing in CI. The snapshots ensure consistent test validation across development environments.

Changes Made

• Test Infrastructure: Added missing snapshot file for empty.json baseline docs test
• Test Infrastructure: Added missing snapshot file for url-reference.json baseline docs test

Testing

• Verified missing snapshots were the cause of local test failures
• Confirmed tests now pass locally with snapshot files present
